A UGC - União Geral de Consumidores é uma associação de defesa do consumidor, constituída, fundamentalmente, por sindicatos filiados na UGT, outros sindicatos, associações com os mesmos fins e ainda por pessoas singulares, com o objectivo de intervir activamente na defesa dos direitos e interesses dos trabalhadores/consumidores.

Os associados do SPZC, pela filiação à UGT, usufruem das condições oferecidas pela UGC.

A Lei n.º 23/96 de 26 de Julho, na atual redacção, estabelece como serviços públicos essenciais os seguintes:

1. Serviço de fornecimento de água

2. Serviço de fornecimento de energia elétrica

3. Serviço de fornecimento de gás natural e gases de petróleo liquefeitos canalizados

4. Serviço de comunicações eletrónicas

5. Serviços postais

6. Serviço de recolha e tratamento de águas residuais

7.Serviços de gestão de resíduos sólidos urbanos
