Mantém-se o direito de os docentes justificarem as ausências ao serviço para participarem em reuniões sindicais fora da sua escola, desde que dentro do crédito horário de 15 horas anuais (ano lectivo).  Os professores não têm de comunicar previamente a sua participação nas reuniões sindicais (dentro ou fora da escola), pois compete à direcção sindical apresentar essa comunicação prévia, nem têm que apresentar plano de aula ou garantir a sua substituição.
